Quality Rating Improvement System (Quality Counts)

The Early Learning Coalition of the Big Bend Region, in partnership with Whole Child Leon and Moms Like Me, is pleased to unveil this area's first Quality Rating Improvement System (QRIS)for childcare. The QRIS is an integral part of the Quality Counts initiative to provide parents with an additional tool for making an informed decision when choosing a program for their child.

Child care programs within the ELC Provider Network receive an annual on-site program assessment. The assessment tool is a set standard that measures performance in five key areas:

1. Curriculum, Screening & Assessment

2. Family Engagement

3. Health & Safety

4. Program Administration

5. Staff Qualifications

The Learning Environment is an optional sixth component area. Although this component is a key indicator of quality, the assessment and improvement process required an additional commitment of time and resources on the part of the child care program. Child care programs electing to participate in this rating submit to a year long process which includes: the pre-assessment of one randomly chosen classroom; working with a member of the ELC staff to improve the pre-assessment rating and a final post assessment of the same randomly chosen classroom.
