Family Services Specialist - JO# 10856797

The Early Learning Coalition of the Big Bend Region, Inc. is seeking a Family Services Specialist to join its Family Services Team. This position will also work from other ELC offices. This is a new position within the Family Services team.

Qualified candidates should have excellent case management and customer service skills; excellent communication skills (verbal and written); and an ability to follow instructions and meet deadlines. Successful candidates will also have the ability to apply knowledge and understanding of regulations to real life scenarios, adapt readily to change, and facilitate decision making.

Responsibilities include providing families with support services that include: School Readiness or Voluntary Pre-Kindergarten eligibility determination, Child Care Resource and Referral, and referrals to community partners. This position will report to the Family Services Manager.

Minimum Education and Experience Requirements:

  • Bachelor’s degree
  • Two years’ experience in private or public sector social/human services program administration
  • Excellent computer skills and experience with Microsoft Office Suite products
  • Intermediate mathematical skills
  • Bilingual Spanish/English Speaking - Fluent in Spanish, including speaking, reading, and writing highly preferred
  • An understanding of child care programs, early childhood education, social service issues, community action programs, and serving low-income communities preferred

Salary Range: $29,120 – $41,600 (intended hiring range will be $29,120 - $34,000)

Finance Manager - JO# 10861089

The ELC is seeking a Finance Manager to supervise and manage the finance department. Qualified candidates should have at least Five - Ten years of progressive finance and accounting experience to include general ledger, banking, financial statement analysis, grants management, grant compliance, auditing, budgeting, tax reporting functions, and inventory control. Abila MIP Fund Accounting. Five - Ten years of Abila MIP Fund Accounting experience a must.

The Early Learning Coalition of the Big Bend Region, Inc. (ELC) is a private, not-for-profit organization with an annual budget of approximately $25 million employing approximately 50 full time staff, headquartered in Tallahassee, Florida. 

RESPONSIBILITIES:

  • Oversee and review the work of the Finance team
  • Oversee monthly account reconciliations and reporting
  • Oversee billing, accounts receivables and collections
  • Assist in the oversight of procurement activities
  • Perform variance analysis from budget to actual results
  • Coordinate financial information flow between departments
  • Assist, analyze, and maintain expense funding source allocations
  • Analyze, review and authorize disbursements
  • Oversee annual financial audits, including review of audit materials and preparation of management responses
  • Manage compliance with state registrations and reconciliation of tax filings
  • Prepare, organize and communicate with local, state, federal and governmental agencies on fiscal and compliance audits
  • Oversee and ensure the presence of internal accounting controls designed to provide for the safekeeping of agency resources

Minimum Educational and Experience Requirements:

  • Bachelor's Degree in Accounting or Finance  - CPA a plus, MBA a plus
  • Five plus years accounting experience
  • Five - Ten years Abila MIP Fund Accounting experience;
  • Knowledge of Generally Accepted Accounting Principles
  • Knowledge of Regulatory Accounting Principles
  • Operational budget experience
  • Three – Five plus years supervisory experience
  • Work experience in nonprofit accounting a plus

Closing Date:  January 24, 2019

Salary Range:  $50,000 - $60,000
